BANKING SYSTEM OF LIBERIA The Liberian banking system is underdeveloped and has only five operating banks including the Central Bank of Liberia. To effect any meaningful policy, the Central Bank relies heavily on the Reserve Requirement Ratio (RRR) and occasionally, engages in moral suasion. The remaining policy instruments are ineffective, as there exists no security market. The “Bank Rate” is also non-existent as the Bank is yet to serve as lender of last resort. The principal monetary policy objective of the Central Bank is to maintain price stability in the Liberian economy.
